Fixes # CE-1075

Added a flyway script that is guaranteed to run during every push in order to always push new templates to CDOGS

How Has This Been Tested?

Please describe the tests that you ran to verify your changes. Provide instructions so we can reproduce. Please also list any relevant details for your test configuration

  • Run Flyway - confirm CDOGS hash is nuked
  • Put hash back into database and Run it again.
  • Repeat as desired
