Description

This PR includes the following proposed change(s):

• Add all changes to dev branch to the prod branch.

• There was an issue with the prod branch where - even though it was up to date with dev - it was indicating it was 13 commits ahead and 249 commits behind dev. Rebase was going to be a headache of 190 or so commits to parse through.

• Decided to branch off prod and copy over the several dozen changes from dev to prod for the 2.7 release. These changes include:

  • INSPECT-255 - Fix local docker files, add PR template / labeller
  • INSPECT-273 - Update init migration to add major_cities and seed data
  • LUCY-1160 - Bugfix issue with loading all watercraft risk assessment columns
  • INSPECT-188 - Fix to Admin, allow access to INSPECT web
  • INSPECT-188 - Modify ocbc
  • INSPECT-188 - Modify build config
  • INSPECT-281 - Use keycloak permissions to manage users
  • LUCY-1169 - Add BlowBy Table to capture BlowBy data coming from INSPECT
  • LUCY-1179 - Update READMEs; fix to MAKE files for new docker-compose
