FORMS-1364 CORS for production and localhost

Description

Allow External API and Map component to work while running in localhost - this requires cors. But we don't want to enable cors for ALL origins, only localhost.
cors is not need in production because we run the compiled UX from the express application - backend and frontend are the same origin.

Looks good for getting the cors issue solved for using the external api and address component to be used in local development
