Add automated release workflow

Description

Aligns the release workflow with the workflow being rolled out into other repos. Whilst this repo is structured as a monorepo, it realistically only has one publishable package so the decision was taken to structure the release workflow as such.

This will continue to tag as version numbers only (as opposed to the package + version strategy in other repos) and reads the version from a .version file within the eojb package to allow ship to function as it did previously
