This milestone implements common constants and services to be consumed by REST resources across multiple applications which are required in addition to the existing resources in order to configure Confluence after a fresh installation. These are:

- Application title
- Application basepath
- License
- Mail server
- Anonymous Access configuration
- User email address & password
- External gadgets
- Application links (to e.g. Jira)
