fix: APP-2614 - Correctly bundle SVGs, fix external dependencies

Description

• Introduce @svgr/rollup to correctly bundle svgs
• Remove postcss step and dependency
• Bundle tslib utilities into library
• Do not include tailwindcss configuration utilities into bundle
