change: Add translation and tests for Braket circuit timing ops

Description of changes: Add type translation to/from Braket.jl for the circuit timing ops Reset, Barrier, and Delay. Do a little reorg in the src/operators.jl file as well.

Testing done: Unit tests passed locally.
