23 August 2022 C# to Lua Migration

Migrated to Lua after 2 years of this script being in C#.
This will probably help new developers to figure out how to modify the script and will allow easier and quicker changes for experienced developers

FiveM Script to allow civilians to dial 911, giving out their location, name, and reason they called, adding a blip to the map too
