Update Decky-Undervolt to 1.0.8

Decky-Undervolt

A simple GUI solution for CPU undervolting with ryzenadj.

If this is an update, please include a summary of what changes you made.
Basically a big rewrite of everything, list of changes:

1. Moved to the new decky-loader API
2. Undervolting status is now more accurate
3. Fixed cancelling delayed undervolting
4. Added i18n (thanks to @k1gs !!)
5. Ukrainian, Czech and Russian languages are added.
