Moves location of timedeventmanager to sizzlinglib. Creates new team-oriented statistics container based off SSPlayerStats. Adds timer callback to SizzlingStats. Calculates distance from each player to their team's medic and stores this variable in a moving average.
The third commit in this pull request invokes the periodic timer.
