Working towards onflow#3579
Based off onflow#3585

Description

Removes the limitation imposed in onflow#3585 of forcing identifier only in string templates.

Targeted PR against identifier-string-template branch
Linked to Github issue with discussion and accepted design OR link to spec that describes this work
Code follows the standards mentioned here
Updated relevant documentation
Re-reviewed Files changed in the Github PR explorer
Added appropriate labels


          Remove identifier constraint, add tests.
