The feature adds a legend for the model run layers.
Currently supported layers are:
maxele63 - uses new maxele style on geoserver
maxwvel63 - uses new maxwvel style on geoserver
swan_HS_max63 - uses new swan style on geo server
maxinundepth63 - uses new maxele style on geoserver - probably need Brian to designate a new style for this one
maxele_level_downscaled_epsg4326 - uses new maxele style on geoserver
hec_ras_water_surface - uses new maxele style on geoserver
It has been suggested that this feature include a hide/show setting. This PR does not include that setting, but I have opened issue #78 to keep that idea in mind.
