3.13.0rc2 doesn't use
static_assertin any publicly or semi-publicly exposed headers, so Cython can no longer hit this problem. It may be a problem again in 3.14 depending on what upstream decides for the minimum C standard they want to support for their headers, but we can add docs for this next year if it becomes problematic again.
