PAnno Version 0.2.3

🥳 Here is the initial release of PAnno, which is a Pharmacogenomics Annotation tool for clinical genomic testing.

We support many direct installation approaches, including PyPI, Conda, and GitHub. Approaching stability, though still under fairly heavy development.
