fixed resource load issue with Chinese characters in the app path

v3.0
uses webview as GUI render, it should work on windows 10 and windows 11, if not, use v2.0 instead.

  • tested with AHK v2.0.4 on windows 11
  • use the Neutron.ahk instead of the GDIp
  • it has a cool animated backgroud now
