Update to openstudio-standards 0.7.0

Pull request overview

This PR updates the ComStock openstudio-standards version from 0.6.3 to 0.7.0.
The change documentation also includes a comparison updating to OpenStudio v3.9.0, but we will delay that update until the next OpenStudio application version is released.
