Preparing for deployment

• Removed unused github actions workflows
• [Maybe] corrected the prettier action for javascript
• Setup docker files for frontend and backend to build production ready sites but also still work as a development environment
  • The api server is setup as a self contained deployment
  • I'm following these instructions to prepare a release
• Updated all package versions
  • For some reason, react-accessibility would not work on the server and I don't know why. I updated all package versions hoping that would help and it only made it worse. For now I've commented it out. Once we have a full deployment working, we can roll back the version updates and see if we can get it all working
