I presume that the Travis CI file in the repository has long since died, as no CI has run on any job recently. For anyone wishing to contribute, this seems inconvenient given the number of targets this supports.
So here is a start on a new CI, using GitHub Actions.

This first version only does a CMake build. I tried really hard to get the Bazel build working, but I know nothing about that build system and was unable to get it to only build a Linux x86_64 target. (It really wanted all of Java and the Android NDK.)
I also suspect several other files are in here that are cluttering things up (
./configure.py
does not seem to work on any current versions of Python due to problems with its ancientconfu
dependency) but I wanted to keep this PR focused.
