Options supporting merging seperate dither files with the OpSim to add
additional dithers is removed. Also removed are the options to generate
such dithers in-situ, due to complex rules. -
Some changes to commments and notes on the siblib files as requested.
Similarly names of pixel files showing the footprint of surveys, and the
sampling of surveys is changed from being written as minion -
FIELD key provided for the entire file. Only a few significant figures
retained now in the comments. -
