Not 100% sure if the current ISSUE_TEMPLATE.md has to be moved into the new folder and renamed like in https://github.com/Icinga/icinga2/tree/master/.github/ISSUE_TEMPLATE too. |

I cleaned it up and I think it should be ready for a merge. |
