Added new policy to the optional overrides

Control whether or not exclusions are visible to Local Admins

This commit contains the new group policy object as well as documentation for the change

Also fixes the following 2 issues:

#151

#152

The scheduled task is disabled as a result of applying the Microsoft Security Baselines. The Harden Windows Security script in the [Optional Overrides category](https://github.com/HotCakeX/Harden-Windows-Security#microsoft-security-baselines) enables it again and sets its status back to the default state. The task syncs Xbox game saves on PC.

## 8. Enable Microsoft Defender exclusion lists to be visible to Local Admins
