Outsourced MARC Record Validation

The purpose of this rule is to validate the contents of MARC files created by a cataloging outsourcing company. This rule will allow the user to count records by cataloging agency and to validate the presence of required elements. This rule also contains extensions for validating overlay records used by libraries running a III ILS.
