Working on a script that can be dockerized and run on AWS batch to create inference on every NAIP scene from the AWS NAIP bucket
The method is to use the manifest file to run through available scenes.
Then zip the file and add to container as reference for files to process.
This is using v1.5, so this draft PR also includes the changes from the dev branch
The final location for this script might be in a different repo in the end.
