Fix Lighthouse

Description

Currently the lighthouse ci action does not have any data loaded so nothing valuable gets tested

Steps to reproduce

1. Look at recent passing lighthouse assets like https://github.com/CDCgov/phdi/actions/runs/11707263304
   

Expected Result

• Lighthouse tests a fully loaded ecr

Actual result

• There is no data loaded so the error page is getting tested

Priority

• Potentially could be baked into our E2E test solution like with playwright-lighthouse
