Just a variety of small bugfixes for the armies.

Finished Finland

Finished adding Finland from Resurgance, meaning all of the factions should be added now.
Also, fixed a number of small issues with Germany that I found when adding for Finland, there's likely more all over the place but I haven't the time to comb through multiple dozens of units, so report em if you see em.
