Refactor - serialize_utils

Description

This adds a new utils::serialize_utils module containing various utilities for various common serialization operations:

• A wrapper around a fixed-length byte array which transparently serializes as plain bytes but is represented by a hex string in all human-readable formats
• serde codecs for byte arrays and vectors which serialize as hex strings for human-readable formats, and as raw bytes in binary formats

These utilities will be used extensively in subsequent PRs.
