This is in preparation for an event 27th september, tracked in #3126. I've deployed this to staging and prod now and requested that the github org admin authorize the github application created etc.
This is being done in a hurry before 27th september, and I'm concerned that this could be overridden by an unrelated PR. Due to that, I'll go for a self-merge here.
