NUM_LAND_CAT = 0 when io_form_metgrid = 102

I think this issue has previously been reported (5 years ago!), but on the wrong GitHub.

When using io_metgrid=102 in WPS, all met_em files apart from the .0000 file contain NUM_LAND_CAT=0 leading to a stop in real.exe due to inconsistent land use categories.
A similar issue occurs for the LAI12M flag which is also missing except in the .0000 file.
