PayPal Activation failed

To Reproduce

After entering the PayPal business account, nothing happenend

When clicking in WooCommerce -> tab "Payments" the link "[PayPal Pay Later messaging experience here]":

NEW: Check out the recently revamped [PayPal Pay Later messaging experience here]. Get paid in full at checkout while giving your customers the flexibility to pay in installments over time.

i get an error

PayPal payment available on products sites

Actual Behavior

PayPal payment not available on products sites
