Describe the bug:

Found this issue while working on 2.8.2 release in #2523.

Without onboarding, an error occurs after deactivating the plugin.

This doesn't affect deactivation, but it might be worth checking to see if this error shouldn't happen.

Steps to reproduce:

1. Set up this plugin to be not yet onboarded.
2. Activate and then deactivate this plugin.
3. View this plugin's log on WooCommerce > Status > Logs page.
