Build upcoming meetup page

The url of this page should be /meetups/<year>/<month>

This page should display an upcoming meetup OR panel. It should include the date and time information (ideally localized), and a link to our signup form (https://tinyurl.com/join-wnb-rb). It should also include talk/panel titles and descriptions, as well as speaker info. Speaker bios should be in a section on the bottom.

Reviewing old issues to still if they are still relevant

I think this is no longer needed because of the new issue to transition from the old meetup page to a new events page
