The citation hasn't been updated in a while, we should be pointing folks to our most recent EDX release: https://www.osti.gov/biblio/2336720

There are two places where the citation is out of date:

On the home page of our documentation: https://watertap.readthedocs.io/en/latest/
In the WaterTAP readme

TimBartholomew added the Priority:Normal label
