Create a new Actor type for Mounts and Vehicles, with HP, AC, accessible Inventory, proper Max Loads and Movement Rates
Why?
It's in the core rules.
Actually you COULD create an Actor and shape it like - say - a Draft Horse. But it is supposed to have a different Encumbrance value than Characters/Monsters, hence the Movement Rate is not the same.
