I am tying to download background to default windows location and seems that are some issues

download_file { "Windows-backgroundDefault" :
url => 'http://puppet/puppetfiles/BackgroundDefault.jpg',
destination_directory => 'C:/Windows/System32/oobe/INFO/BACKGROUNDS'
}

Anyone tried to copy anything to Windows folder?
