the deploy file under bin directory don't seem to be an executable file so I tried installing it using make or mingw32-make to no avail. I'm running on Windows 10, apparently it appears unsupported. Any thoughts? :)

Its for unix systems. Runs on osx or linux. You can run it from a VM on
windows or wait for their native support with ubuntu

It works fine on Windows using the git bash. Clone the repo and add the bin directory to your PATH.
