Currently, the "fix" for nameplates disappearing when the npc or player has a speech bubble present is to just show both. But, the nameplate covers part of the speech bubble making it difficult to read and unpleasant to look at. If we could attach the speech bubble to the top of the nameplate instead of it being attached to the npc or player, this would solve that problem because the speech bubble and nameplate would no longer overlap.

I don't think the API gives us access to the speech bubbles window; the only access provided via the API is if the speech bubble is present on the unit. If you look at Carbines nameplate addon currently they just display the speech bubble in front of the nameplates.
