Edit Commander dialog slightly confusing

If you can't afford any abilities, an empty dialog appears with only a close button. I was trying to figure out how to add abilities, and thought there was a bug in the dialog but it was actually that I couldn't afford anything.

Any of the following options would be nice:

1. A little blurb saying you only have 1XP and can't afford anything.
2. All possible options, but all greyed out. So you can see them. Probably want a tooltip saying you can't afford them.

#2 might be nice as well so you can see what you might want to save up for.
