share/edit/saved bar does not stick to top of browser in IE #1932

IE only. Scroll down on the directory; the bar with Share, Edit selections, and Saved list does not stick to the top of the page as expected.

@PeterBarrett2 don't think so; usually a dev will assign themselves if they're working on it. If someone has bandwidth this sprint, great, but it could wait til next imo.

It looks like the sticky functionality is simply not supported on IE.
