Implement block display options restrictions

Hi!

I have many times used Mattias Olssons solution or somewhat similar solutions, to restrict display options on a block basis.

It would be a nice feature to add that functionality here too, I think, since you already do similar work...
Kind of one ring to rule them all... ;)
