Implement & Use Slack Channel

Checkpoint Description / Activity

1. Link to the UXL Foundation Slack workspace and channel from the project README
2. Assign team member(s) to monitor the slack channel
3. Set up notifications in the Project channel when new RFCs are added to the project repo for community review and comment

As we are assessing the usefulness of Slack this is optional, however we should talk about whether or not to have a mailing list for the project, or just use the discussions feature in GitHub.
The motivation for this issue is to have a channel where the community can have discussions about the project, be them questions or suggestions or otherwise.
