ここのlocalはenum APP_NVM_MANAGER_ERRORの0-12の値を返すが、GROUP EL_GROUP_NVM_BCが同じファイル内の別のEL登録におけるlocalの数字と干渉している。

close条件

オフセットをのせるなどして、重複を解除したら。
