Pass package summaries to codebase dspy pipeline instead of package objectives. Package objectives are not great right now due to usage of non-finetuned small model gpt4o mini. this is a intermediate step which fixes the comprehension at package/codebase level.

In the long run fix the objectives being generated at package level by finetuning through dspy miporv2 or latest one that combines finetuning weights and prompts both which is yet to be released.
