Link in the INSTALL.md file is broken specifically https://github.com/ucfopen/UDOIT/blob/main/INSTALL.md#installing-composer-dependencies

@dgwn mentioned that #installing-composer-dependencies might just need to be updated to #2-installing-composer-dependencies and seems to be the case.

Severity: Low
Scale: Affects all users.
