I've just installed my ic88a-gateway, raspberry pi 2 (raspbian bullseye) and a USB UBlox-7 GPS receiver.
When I do a cat /dev/ttyACM0, I do see GPS data, even with correct lat/long etc.
When I start gpsd, I can also see a 3d fix with cgps.
When I take a look at the gateway logs, It says the GPS is not working.
