Make Sure that Tsugi Cartridges work in Moodle

I could not get the export from Tsugi to work in Moodle and mistakenly assumed it was because Moodle was broken and kid of embarrassed myself on Twitter

I think this might be because is because my cartridge is a 1.3 cartridge . Moodle can handle a 1.1 cartridge - so I need to dig around and make this work one way or another by changing Tsugi.
