Allow registration updates in RPC call #4

There are several points where registration may need to be updated:

  • modification of contact information
  • changes made to fix data errors that caused a rejected review
  • modify the verification status to attempt to reissue certificates or fix an error
  • updates to improve the KYC data for the VASP

A suggestion is that registrations can be updated in the same registration call, but update instead of creation will be used if the VASP ID is present.
