setuptools/distutils no longer in Python starting with 3.12, migrate away from setuptools/distutils #736

Soon(ish) Python 3.12 will be landing and such in Debian Unstable and others.

Per https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1080816 python3-setuptools has been added to the build dependencies to not fail, however a recommendation was made to migrate away from setuptools/distutils for the software builds/installs/etc.

This falls here on the upstream repository to implement that.
