For UI development maybe node, VSCode, some vscode extensions, command line tools like powershell 7, cmder etc.

Backend development Visual Studio, Resharper and other VS extensions.

Not only extensions but also configuration of the environment..

This goes with #1 as the set of installable tools should be decided with parameters
