Porting to CUDA 12.2.

I've managed to get the code to compile for CUDA 12.2 but I'm not seeing any release/12 branch to do a pull request on.

Wow, thank you! Just make the PR against master, and I'll make a branch in 'release' after it's on Hackage.

@marcgehman I've just been waiting for the pull request to be merged. After doing a git diff on my copy of it shows that I changed cuda.cabal to use Cabal library >= 1.24 && <= 3.12.1.0 .
