Ordering of course statuses in student lists in dev doesn't match prod/test

In prod and test, the order of students' course statuses in the status column of student lists is always green courses, then yellow courses, then red courses, then gray/no data courses:

However, in dev, gray/no data courses are ordered first instead of last:

Low priority but would be nice to make dev match test and prod.
